This is a paper to be published with the book of the proceedings of the University of Siena International Conference - "The State Aid to Banks in Crisis:  Outlook Following the Tercas Case" - held on the 29th and 30th of June 2022, corresponding to his participation in the panel entitled Perspectives for Reform of the European Crisis Management Framework for Banks, which closed the Conference and was chaired by Emiliano Tornese form the European Commission.
